Heberto studied law and International Relationships in Latin America and Spain. He emigrated to Canada in 2008 where he worked at one of the top Immigration and Criminal Law firm and the United Nation High Commissioner for Refugees (UNHCR) office in Vancouver BC.
Heberto was actively involved in the formulation of Bill C-11 subsequently Bill C-31 "Balanced Refugee Reform Act" Also, he participated as a panelist guest speaker in the training for the Immigration and Refugee Board Adjudicators (Board members). He has a vast experience in Litigation of cases before the IRB three divisions, CBSA and CIC.
